Is Snus Legal in New Zealand?

Snus vs Nicotine Pouches — The Key Difference
This is the distinction that determines what you can legally order in New Zealand, so it's worth being precise about.
Traditional snus contains tobacco plant material — ground leaf, stem, fibre. The nicotine you absorb when using snus comes directly from that tobacco material sitting under your lip. That makes it a tobacco product, subject to all the regulations that apply to tobacco.
Tobacco-free nicotine pouches contain no tobacco plant material at all. The nicotine is extracted from the tobacco plant during manufacturing — the same extraction process used to make pharmaceutical nicotine patches and gum — but what ends up in the pouch is pure nicotine salt in a plant-fibre base. I get this question constantly from customers who've tried snus while travelling in Sweden or Finland and want something comparable in New Zealand. The honest answer: nothing is identical, but some come close enough that most former snus users settle in comfortably.
